Position Summary: The Office of School Heath (OSH) is a joint program of the New York City Public Schools (NYCPS) and the New York City Department of Health and Mental Hygiene (DOHMH). OSH has been the provider of public health services in the schools for 100 years. OSH provides health services and preventative services to NYCPS students. Services to students include case management of chronic health problems, preventive health screening, urgent care, medication administration, preventive counseling, health education, referral for care, and ensuring ongoing effective treatment. OSH also assists the NYCPS in managing its programs for students with educational and physical disabilities under the Individuals with Disabilities Education Act (IDEA) and the Rehabilitation Act (Section 504).

The Physician for the Office of School Health will observe students in their assigned school for the purpose of writing an order/referral for school-based Occupational Therapy (OT)/Physical Therapy (PT) services when it is determined that the services are appropriate. This observation will take place in a manner that complies with all reimbursement requirements under Medicaid for properly claiming the provision of school-based OT/PT services. Performs related work.

Key Relationships: Works closely with OT/PT Supervising Physician, OT/PT Medicaid Program Manager, OT/PT Scheduling Team, OT/PT staff in schools, School Administration, OSH Director of Operations, OSH IT staff, NYCPS Medicaid staff, and OSH staff.

Responsibilities

• Visit assigned schools for student observation and in order to complete the Physician Order Form related to school based OT/PT services.
• Observe each student briefly while working with current OT/PT providers or observe student in educational setting.
• Review relevant educational and medical information, including students’ Individualized Education Programs (IEPs).
• Utilize the Special Education Student Information System (SESIS) and the Automated Student Health Record (ASHR) to maintain and access student records.
• Complete the required Physician Order Form as necessary for submission to Medicaid for reimbursement for OT/PT services.
• Maintain and complete all guidelines, records and documentation as required by Medicaid; report progress, e.g., the number of orders completed and the number remaining at the school at the end of each session, attend trainings as deemed necessary, including the provision of school-based OT/PT services and Medicaid compliance.
• Interact with school's occupational and physical therapists to ascertain therapy goals for each student.
• Perform the above listed responsibilities for other related services such as, but not limited to, speech therapy.
  
  

Qualification Requirements

Minimum

Possession of a valid license to practice medicine in the State of New York; and either:

• Valid Board Certification issued by the appropriate American Specialty Board in any specialty area required by the agency; or
• Current approved application on file for admission to the certifying examination given by the appropriate American Specialty Board in any specialty area required by the agency.

• Possession of a NYS Medicaid Provider number.
  
  

Preferred

• Physician with pediatric experience.
• Knowledge of developmental disabilities.
• Strong writing skills.
• Satisfactory computer skills.
• Strong communication skills.
  
  

Salary: $98.61 per hour

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
