The Chief Operating Officer provides operational and strategic leadership across all organizations within Garnet Health, ensuring the mission and healthcare objectives are met. The role involves collaboration with leadership and medical staff, development of clinical programs, compliance oversight, and operational management of clinical and support departments. The COO acts as an administrative liaison and assumes CEO responsibilities in their absence.
Key Responsibilities
- • Provide operational and strategic leadership to all organizations within Garnet Health.
- • Collaborate and provide expert strategic advice in a team role.
- • Plan, direct, operate, coordinate and evaluate overall activities to ensure mission and objectives are realized.
- • Develop and maintain effective and harmonious working relationships with leadership and medical staff.
- • Work with leadership to develop clinical programs to meet community needs.
- • Ensure compliance with regulatory agencies and all Federal, State, AMA rules, regulations, policies and procedures.
- • Oversee clinical and support departments including Diagnostic Imaging, Pharmacy, Laboratory, Security, Food and Nutrition Services, and Environmental Services.
- • Provide operational oversight of assigned departments including strategic planning, budgeting, managing strategic projects, interpreting policy, making timely decisions impacting patient care, ensuring communication and collaboration, and crisis management.
- • Act as an administrative liaison to patients, families, hospital employees and external customers.
- • Act in the absence of the Chief Executive Officer.
- • Exercise management responsibility over the system to ensure efficient services meeting the needs of patients, physicians, the public and staff, directly or through delegation.
Required
- • Completion of an advanced degree in business administration, healthcare administration, management, medicine, or related field.
- • Minimum of 10 years of progressive responsibility in a hospital system or related field, including 7 years of Executive leadership experience.
- • Demonstrated experience in working directly with a Board of Directors and executive management.
- • Ability to collaborate and influence others in the pursuit of organizational goals.
- • Excellent verbal and communication skills including the ability to present financial statements and supporting analyses, trends and key indicator material.

Responsibilities
Reporting to the President & CEO, the COO will serve as a member of the executive leadership team and provide operational and strategic leadership to all organizations within Garnet Health. In this executive leadership capacity he/she is expected to collaborate and provide expert strategic advice in a team role. This position, under the general direction of the CEO, is responsible for planning, directing, operating, coordinating and evaluating the overall activities of GH to ensure the mission is met and its specific objectives relative to healthcare philosophies and services are realized. He/she develops and maintains effective and harmonious working relationships with leadership and medical staff to ensure support and attainment of mutual goals. He/she will work with leadership to develop clinical programs to meet the identified needs of the community. He/she is responsible for ensuring compliance with regulatory agencies, as well as any and all Federal, State, AMA, rules, regulations, policies and procedures. Additionally, he/she has responsibility for clinical and support departments, including: Diagnostic Imaging, Pharmacy, Laboratory, Security, Food and Nutrition Services, and Environmental Services. Responsible for providing operational oversight of assigned departments, including developing strategic plans, formulating budgets, managing site specific strategic projects, interpreting policy, making timely decisions that directly impact patient care, ensuring timely and effective communication and collaboration among departments and providing crisis management. He/she will act as an administrative liaison to patients, families, hospital employees and external customers.
The COO is expected to act in the absence of the Chief Executive Officer. The COO will exercise management responsibility over the system ensuring efficient services that are designed to meet the needs of patients, physicians, the public and staff. This will either be done directly, or through delegation of responsibility to the management staff.

Garnet Health System provides a compensation range to comply with the New York State law on Salary Transparency in Job Advertisements. The range for the role is $490k - $595K salaried. The range or contractual rate listed does not include bonuses/incentive, differential pay or other forms of compensation or benefits. When determining a team member’s compensation and/or rate, several factors may be considered as applicable (e.g., location, specialty, service line, years of relevant experience, education, credentials, negotiated contracts, budget and internal equity)
Qualifications
Minimum Education:

- Environmental Demands and Exposure to Hazards: Works in a clean, well- lighted, heated or ventilated facility. No routine exposure to hazards.
- For Remote and Hybrid Remote positions: If deemed operationally necessary, position may be required to report in and work on-site.
- Physical Demands: Demonstrates physical and functional ability to perform full anatomical range of motion to accomplish tasks. Evidence of visual and aural acuity and finger and hand dexterity to operate computer and office equipment. Can withstand long periods of sitting, standing and/or constant walking. Ability to lift 10 lbs.
- Mental Demands: Ability to foster collaborative relationships, to work well under pressure, to organize and synthesize new information, and prioritize tasks. Possesses critical thinking, analytical skills and flexibility. Ability to multi-task. Required detailed attention to work in an environment where interruptions cannot be controlled. Demonstrates sensitivity to the needs and expectations of our consumers and the communities that we serve. May be subject to irregular hours including evenings or potentially weekends to participate in operational and community events as necessary.
- Physical Requirements: Travel to multiple facilities is required.
