Deputy Director of Behavioral Health Division

Assists the Behavioral Health Director in planning, organizing, integrating, and evaluating comprehensive county-wide mental health and substance use disorder programs. Oversees multi-disciplinary clinical and administrative staff, contracts, budgets, compliance, and departmental policies while representing the department with external partners and government agencies.

Key Responsibilities
  • plan, organize, direct, manage, and supervise County of Siskiyou Behavioral Health programs
  • direct and supervise staff providing mental health and drug and alcohol services
  • represent Department activities, programs and services with community organizations and other government agencies
  • oversee clinical, financial and administrative aspects of Department operations
  • oversee the development of evidence based clinical services and quality assurance systems
  • perform special assignments and related work as required
  • assists the Behavioral Health Director in planning, organizing, integrating, and evaluating comprehensive, county-wide mental health and substance use disorder (SUD) / Alcohol and Drug (AOD) prevention, intervention, treatment, and recovery programs
  • plans, schedules, assigns, directs, and evaluates the daily operations and workflows of multi-disciplinary clinical and administrative staff
  • drafts, negotiates, and monitors complex contracts and service-level agreements with community-based organizations, private services providers, and professional consultants
  • establishes rigorous network adequacy and fiscal compliance monitoring systems
  • develops, implements, and interprets departmental policies and procedures
  • advises staff on the application of complex behavioral health laws, privacy regulations (including HIPAA and 42 CFR Part 2), and California Department of Health Care Services (DHCS) mandates
  • develops, rationalizes, and manages complex divisional budgets
  • coordinates the collection, interpretation, and analysis of demographic and statistical data
  • evaluates program effectiveness, and drive long-range departmental planning
  • ensures absolute operational compliance with legal licensing, facility certification, and Medi-Cal/Drug Medi-Cal Organized Delivery System (DMC-ODS) requirements
  • maintains vital collaborative relationships with state agencies, local hospital networks, and other county departments
  • prepares high-level executive correspondence, reports, and Board letters
  • serves as an expert consultant and liaison for community agencies, advisory boards, and advocacy groups
  • represents the Behavioral Health Department in a variety of public, professional, and governmental forums
  • acts for the Behavioral Health Director in all administrative, clinical, and fiscal matters as assigned
Required
  • Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying.
  • A physician licensed in California as a psychiatrist with a minimum of one year of practice and one year of administrative experience.
  • A psychologist licensed in California possessing a doctorate degree in psychology from an accredited university and three years of acceptable clinical psychology experience, two years of which shall be administrative experience.
  • A clinical social worker possessing a master's degree in social work or higher and shall be a licensed clinical social worker and five years of mental health experience, two years of which shall have been administrative experience.
  • A California licensed marriage, family, and child counselor who shall have a master's degree in an approved behavioral science course of study, and five years of mental health experience, two years of which shall have been administrative experience.
  • A nurse with possession of a master's degree in psychiatric or public health nursing and licensed as a registered nurse in California with five years mental health experience, two of which shall have been administrative experience.
  • Additional post-baccalaureate experience in a mental health setting may be substituted on a year-for-year basis for the educational requirements.
  • Three (3) years of progressively responsible professional administrative experience that has included analyzing and recommending solutions for the development of behavioral health program policy and administration of behavioral health services which includes at least one (1) year experience in the public sector at the supervisory and/or management level.
  • Possession of a valid and appropriate drivers license.

DEFINITION

Training and Experience:

Required

Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way to obtain the required knowledge and skills would be:

  • A physician licensed in California as a psychiatrist with a minimum of one year of practice and one year of administrative experience.

OR

  • A psychologist licensed in California possessing a doctorate degree in psychology from an accredited university and three years of acceptable clinical psychology experience, two years of which shall be administrative experience.

OR

  • A clinical social worker possessing a master's degree in social work or higher and shall be a licensed clinical social worker and five years of mental health experience, two years of which shall have been administrative experience.

OR

  • A California licensed marriage, family, and child counselor who shall have a master's degree in an approved behavioral science course of study, and five years of mental health experience, two years of which shall have been administrative experience.

OR

Ability to drive a motorized vehicle.

TYPICAL WORKING CONDITIONS

Work is performed in an office environment; continuous contact with other staff and the public. The incumbent may be required to drive in remote areas of the county in all weather conditions

  • 2% at 55 years of age and single highest year calculation for final compensation (generally for employees hired prior to 11/02/12)
  • 2% at 60 years of age and highest three year average for final compensation (generally for employees hired between 11/02/12 - 12/31/12)
  • 2% at 62 years of age and highest three year average final compensation (generally for employees hired on or after 1/01/13)

Deferred Compensation: The County will contribution $70.00 per pay period to the employee's designated deferred compensation program. The additional $50 requires an employee match.
