Urban League Free Clinic

The Medical Director leads all medical and clinical operations of the Urban League of Greater Philadelphia's Free Clinic, established to serve underserved populations in Philadelphia. The Medical Director sets clinical protocols and quality standards, provides direct patient care, and supervises a multidisciplinary team of physicians, nurses, medical assistants, and volunteers. The Medical Director represents the clinic to community stakeholders and public health partners and is accountable for regulatory compliance, program outcomes, and budget stewardship. This role ensures the delivery of high-quality, culturally competent healthcare in alignment with the Urban League's mission to advance health equity.

About The Center For Community Well-Being

& Urban League Free Clinic

The Urban League of Greater Philadelphia is launching the Center for Community Well-Being, a first-of-its-kind comprehensive health and social services hub in West Philadelphia designed to address the full spectrum of factors that influence individual and community health.

Opening in 2027, the Center will bring together healthcare, workforce development, housing counseling, entrepreneurship support, financial empowerment, education, and community resources under one roof. Built on the belief that health extends far beyond the walls of a medical office, the Center will provide individuals and families with the tools, support, and opportunities needed to achieve long-term well-being.

At the heart of the Center will be Philadelphia's first full-time free primary care clinic dedicated exclusively to serving uninsured adults. The clinic will provide a medical home for individuals who do not have access to affordable healthcare and too often delay treatment or rely on hospital emergency departments for care. Many uninsured adults are working individuals and families who earn too much to qualify for Medicaid but cannot afford employer-sponsored or marketplace insurance. Without access to primary care, treatable conditions such as diabetes, hypertension, asthma, and other chronic illnesses often go unmanaged until they become serious health emergencies.

The Urban League Free Clinic will close this critical gap by providing high-quality, compassionate, evidence-based primary care at no cost to patients. Through strong healthcare partnerships, volunteer clinicians, and coordinated access to laboratory, diagnostic, and specialty services, the clinic will improve health outcomes, reduce preventable emergency department utilization, and advance health equity in Philadelphia.

The Medical Director will serve as the founding clinical leader of the Urban League Free Clinic, responsible for establishing and overseeing the clinical model, ensuring high-quality patient care, supporting volunteer and staff providers, and helping build a sustainable, community-based primary care program for uninsured adults.

Essential Functions

Clinical leadership & management

• Lead and oversee all clinical operations of the free clinic, including developing and implementing clinical protocols, policies, and procedures.
• Provide medical oversight, expertise, and leadership to ensure delivery of high-quality healthcare services.
• Supervise, mentor, and support a multidisciplinary team of physicians, nurses, medical assistants, and volunteers.
• Conduct regular reviews of patient care standards to maintain compliance with medical regulations and clinical best practices.
  
  

Patient care

• Provide direct clinical care to patients, including performing physical exams, diagnosing and treating illnesses, prescribing medications, and developing care plans.
• Ensure that patient care is culturally sensitive and equitable, particularly in addressing the needs of marginalized communities.
  
  

Community engagement & health education

• Collaborate with community leaders and public health organizations to develop and deliver health education programs tailored to the local population.
• Engage in outreach efforts to raise awareness about available services and improve community health outcomes.
  
  

Program development & evaluation

• Work closely with the CEO and clinic staff to expand healthcare services based on community needs, including preventive care, chronic disease management, mental health services, and women's health.
• Track and evaluate program outcomes, including patient satisfaction, quality of care, and clinical performance metrics.
  
  

Compliance & reporting

• Ensure compliance with all federal, state, and local healthcare regulations, including licensing, privacy laws (e.g., HIPAA), and reporting requirements.
• Oversee clinic accreditation processes and ensure that the clinic meets all necessary standards for safety and quality.
  
  

Budget & resource management

• Collaborate with the Chief Financial Officer to manage the clinic's budget, identify funding opportunities, and allocate resources effectively to optimize care delivery.
• Oversee the procurement and management of medical supplies and equipment.
  
  

Qualifications And Experience

• Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO) from an accredited medical school.
• Board certification in a primary care specialty (e.g., Family Medicine, Internal Medicine) strongly preferred.
• Active and unrestricted medical license to practice in Pennsylvania.
• 2 to 5 years of experience in clinical practice, including leadership or administrative experience.
• Experience working in community-based healthcare or free clinics is a plus.
• Strong leadership and team management skills.
• Ability to work with diverse populations, including economically disadvantaged and marginalized communities.
• Excellent interpersonal, communication, and organizational skills.
• Familiarity with electronic medical records (EMR) systems.

Physical demands

While performing the duties of this job, the employee is regularly required to stand, walk, and sit for extended periods; use hands to examine patients and operate medical instruments and equipment; and communicate verbally with patients and staff. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close vision, distance vision, and the ability to adjust focus. The role may involve exposure to bodily fluids and infectious materials, requiring use of standard personal protective equipment (PPE).

Work environment

Work is primarily performed in a clinical/medical office setting. The noise level is usually low to moderate, and the employee may be exposed to communicable diseases and other conditions common to a clinical environment.
