Medical Director - Exempt (Chief Medical Officer)

The Medical Director (Chief Medical Officer) provides senior clinical leadership for Contra Costa Health Plan, overseeing clinical quality, utilization management, care management, and population health strategy. The role involves leading clinical integration for CalAIM and the Medicare-Medi-Cal Dual Eligible Special Needs Plan, ensuring high-quality, cost-effective, and equitable care across the provider network within a complex, county-integrated system.

Key Responsibilities
  • Serving as the senior clinical executive for CCHP, with enterprise oversight of, but not limited to, clinical quality, utilization management, care management, population health strategy
  • Leading clinical strategy and integration for CalAIM and the D-SNP, ensuring high-quality, coordinated care across lines of business
  • Ensuring the delivery of high-quality, cost-effective, and equitable care across the provider network
  • Providing executive oversight of utilization management, including clinical policy, decision-making, and system improvement efforts
  • Leading and supporting quality improvement initiatives, performance measurement, and outcomes-based evaluation
  • Overseeing clinical aspects of grievances, appeals, and regulatory inquiries, ensuring timely and compliant responses
  • Overseeing NCQA accreditation activities, including ongoing readiness, performance improvement, documentation, and alignment with quality and equity standards
  • Ensuring adherence to all applicable federal and state regulatory requirements (DHCS, CMS, DMHC, NCQA), including audit readiness and corrective action planning
  • Partnering with executive leadership to advance organizational priorities, clinical transformation, and physician leadership development
  • Representing CCHP in clinical matters with County leadership, providers, community partners, and external agencies
  • Performing other duties as assigned by the Executive Director
Required
  • Possession of a valid physician license issued by the Medical Board of California and a Board Certification in the specialty applicable for the assignment
  • Five (5) years of experience, or its equivalent, in the practice of medicine, preferably including two (2) years in a responsible administrative capacity applicable for the assignment
Preferred
  • Proven executive leadership in clinical program implementation and improvement
  • Demonstrated expertise in systems thinking and health care delivery design
  • Experience leading across inpatient, outpatient, and managed care settings
  • Experience advancing health equity and addressing social drivers of health
  • Experience working with Medicare, Medi-Cal and other vulnerable populations
  • Strong background partnering with providers, community organizations, and public agencies
  • Knowledge of safety-net health systems and managed care organizations

The Contra Costa Health Plan (CCHP) is seeking a seasoned, mission-driven Medical Director (Chief Medical Officer, CMO) to serve as a key member of the Executive Leadership Team and provide clinical leadership for one of California’s most distinctive public managed care organizations. Contra Costa Health Plan (CCHP) is recruiting to fill one (1) vacancy for this classification.

CCHP provides high-quality health care access to some of Contra Costa County’s most vulnerable communities. As a County-owned managed care health plan in California, CCHP operates within a unique governance model that enables close alignment with County health and social service systems, allowing for coordinated, community-centered approaches to care delivery.

CCHP is fully embedded within Contra Costa Health. As part of the Health Services Department, the Plan works in direct partnership with County leadership across Public Health, Behavioral Health, Homeless Programs, Emergency Medical Services, Environmental Health, and other key service areas—creating a rare opportunity for a CMO to influence care delivery across a broad, integrated system.

CCHP recently launched a Medicare-Medi-Cal Dual Eligible Special Needs Plan (D-SNP), expanding its role in serving dually eligible members and deepening integration across Medicare and Medi-Cal. This new line of business adds meaningful scope and complexity to the CMO role, with opportunities to shape clinical integration, quality strategy, and care models for high-need populations.

Minimum Qualifications

License Required: Possession of a valid physician license issued by the Medical Board of California and a Board Certification in the specialty applicable for the assignment.

Experience: Five (5) years of experience, or its equivalent, in the practice of medicine, preferably including two (2) years in a responsible administrative capacity applicable for the assignment.
