The Medical Director leads, directs, manages, and evaluates medical services at the Whatcom County Jail to ensure contractual obligations and client expectations are met. This role has final authority for clinical decisions, ensures compliance with accreditation and professional standards, and coordinates healthcare delivery with various providers and facility staff.
Key Responsibilities
- • Ensure that company goals and objectives are achieved in their assigned service delivery area by leading, directing, managing, and evaluating medical services.
- • Assure all medical services are in compliance with the requirements of NCCHC, ACA, and professional medical standards.
- • Have final authority for clinical decisions at the facility.
- • Use knowledge and expertise to ensure that processes and systems are followed appropriately according to policies and procedures, company performance, and accreditation standards.
- • Work cohesively with the HSA, Medical Provider(s), Psychiatric Provider(s), Mental Health Director, and Social Services Director in the coordination of the health care delivery system.
- • Use all functions and applications of the EHR relevant to the position with no supervision and coordinate training for healthcare providers.
- • Communicate effectively with clients, peers, and employees at all levels within the organization.

- • Relay critical information to management that may impact client/vendor relations or patient care.
- • Evaluate patients in various settings including intake, mental health care unit, medical clinics, chronic care clinics, emergency situations, housing units, medical housing areas, and segregation units.
- • Coordinate, lead, and participate in educational and training activities related to medical care for patients, security personnel, and healthcare staff.
- • Lead efforts to evaluate the quality and effectiveness of healthcare services and assist in developing systems to ensure and monitor patient care and safety.
- • Refer patients for appropriate care based on physical, psychosocial, educational, safety, and related criteria.
- • Participate in collaborative patient management using clinical resources to resolve diagnostic and therapeutic problems.
- • Maintain overall clinical responsibility within the facility.
- • Utilize clinical support of CMD/CMO to resolve routine medical and clinical issues and performance improvement processes.
- • Ensure adherence to clinically relevant contract terms and provide feedback/plans to the client regarding contract performance issues.
- • Review Dashboards, Medication Review Lists, and Sick Call Lists daily to ensure clinical needs are met.
- • Provide direct and indirect basic medical care within the correctional system framework.
- • Respond to and initiate care for medical emergencies throughout the facility.
- • Participate in emergency planning, disaster programming, and drills.
- • Participate in Utilization Management process including monitoring and pre-approval of non-emergent referrals to outside facilities.
- • Evaluate patients returning from off-site treatment by the next work day and ensure follow-up orders are reviewed and countersigned.
- • Review all emergent referrals to outside health care facilities for appropriateness and quality of care.
- • Monitor and review non-formulary medication utilization and participate in formulary development and review.
- • Conduct rounds in medical and infirmary units, sick call visits, and chronic care management using clinical guidelines.
- • Provide phone consultation and support for medical staff and ensure verbal orders are countersigned.
- • Formulate working diagnosis, develop and implement treatment plans, and evaluate/modify therapeutic regimens.
- • Consult with site and community medical providers to resolve service delivery issues.
- • Maintain primary care responsibility for clinical issues of each patient including services by consultants and outside resources.
- • Assure implementation and supervision of on-site chronic care clinics using clinical guidelines.
- • Annually review and approve all clinical protocols, policies, and procedures.
- • Work with HSA to establish systems for coordination of care among multidisciplinary providers.
- • Participate in and promote a culture of patient safety and continuous quality improvement.
- • Supervise and coach site medical providers, develop goals, provide feedback, and ensure annual performance evaluations are completed.
- • Ensure medical providers are educated on contract terms and maintain compliance with company policies and procedures.
- • Assist with recruiting efforts and assess/select candidates suitable for corrections environment.
- • Complete reporting tasks as assigned and ensure accuracy and accountability of reports.
- • Proactively solve problems, meet goals, and take responsibility for results.
- • Understand organizational structure and use business knowledge to influence others; communicate organizational vision and strategy within clinical team.
- • Build productive working relationships with supervisors, security staff, healthcare staff, patients, vendors, and clients.
- • Seek mentors for coaching and counseling to support professional growth and communicate barriers to goals.
- • Promote team building, recognize accomplishments, encourage idea sharing, and ensure team approach with client and vendors.
- • Complete at least 12 hours of CME pertinent to correctional health care per year.
- • Maintain open communication with jail command, CHP on-site leadership, community partners, and CHP Corporate leadership.
- • Cover up to 10 days of call per month.
Required
- • Must hold a current unrestricted license as a physician in the state of employment.
- • Current DEA registration.
- • Ability to obtain a DEA “X” number (as applicable).

- Be an active participant in the Utilization Management process and in that capacity be directly responsible for monitoring and pre-approval of all non- emergent referrals by the other on-site providers to outside health care facilities for appropriateness, quality, and continuity of care. Will respond in a timely and appropriate fashion to Corporate UM requests for clarifications and/or alternative plans regarding off-site and/or specialty care requests.
- Evaluate patients who are returning from off-site treatment by the end of the next work day, so as to review any information regarding the diagnosis, recommendations, or additional follow-up treatment required. Ensure that all orders, treatments, or recommendations are reviewed and countersigned following these outside referrals.
- Responsible for review of all emergent referrals to outside health care facilities for appropriateness and quality of care.
- Monitor and review non-formulary medication utilization of all medical providers and participate in formulary development and review to provide a full scope of medical benefit at optimum cost.

- Assure implementation and ongoing supervision of on-site chronic care clinics using established clinical guidelines to support the management of each chronic care condition.
- Annually review and approve all clinical protocols, clinical policies, and procedures.
- Work with the HSA to establish systems for the coordination of care among multidisciplinary health care providers.
- Participate in and promote a culture of patient safety and continuous quality improvement.
- Supervise and coach site medical providers by developing goals that will prepare providers for success in their daily work and provide constructive and timely feedback to assist providers in obtaining professional goals. Ensures all annual performance evaluations are conducted and completed.
- Responsible for ensuring that medical providers are educated on contract terms and obligations, and maintain provider compliance with all company policies and procedures.
- Assist with recruiting efforts for site providers and demonstrate proficiency in assessing and selecting candidates using interview techniques that help identify potential candidates with skills that fit in the corrections environment.
- Complete reporting tasks as assigned by company policies and procedure, ensure that direct reports follow reporting requirements, submit all reports within time frame, and ensure that all information is accurate and accountable.
- Proactively take action to solve problems and use objectivity and insightfulness when approaching problems, meet established goals, and take responsibility for results and outcomes.
