Medical Director (Psychiatrist 2), Central Office;

The Medical Director will provide clinical input and leadership for adult community mental health services, focusing on data-driven programming and population health. The role includes improving integration of care for co-occurring disorders, supporting communication and collaboration across OMH offices and partners, and overseeing academic affiliations and workforce development programs.

Key Responsibilities
  • Provide clinical input into the development and/or implementation of policy initiatives focusing on adult community mental health services that are part of OMH’s comprehensive system redesign, with an emphasis on data driven programming and a population health focus.
  • Provide clinical leadership for OMH efforts to improve integration of care including co-occurring disorders in the inpatient, outpatient and community settings.
  • Support internal and external communication and collaborative efforts including with the five OMH Field Offices across the state.
  • Oversee OMH’s Academic Affiliations and support Physician, PA and NP Workforce Development and training programs.
  • Provide clinical support to the licensed mental health care continuum and assist in the development of standards of care, regulations, and program guidance.
  • Provide clinical leadership for OMH efforts to improve integration of care including co-occurring disorders such as substance use (Opioids, Tobacco, Cannabis, ETOH, etc.) and IDD in inpatient, outpatient and community settings; and physical health comorbidity and needs among individuals who receive outpatient/community services in the public mental health system.
  • Support internal and external communication and collaborative efforts especially with five OMH Field Offices across the state, to promote improved coordination of care and transitions in care for high-need populations.
  • Support data driven population health implementation efforts led by the OMH Office of Population Health and Evaluation and Office of Prevention and Health Initiatives.
  • Collaborate with staff within OMH Central Office Divisions responsible for the day-to-day management of individual programs (Adult, Children, Forensic, Nursing, Health Services, Planning, Quality, etc.) and across partner State agencies (DOH, OASAS, OPWDD, OCM, etc.).
  • Perform other duties as assigned including urgent/ad hoc requests regarding budget development, legislative and press inquiries.
  • Oversee $20M program with academic affiliation partners and their psychiatry training programs, which encompasses 27 contracts and 127 trainees per year as OMH employees rotating through state Psychiatric Centers (PCs).
  • Work with PC clinical directors and academic training partners to ensure a rich experience for trainees.
  • Collaborate with other clinical leaders to support development and implementation of Physician, PA and NP workforce development and training programs such as Grand Rounds, the Psychiatry Service Corps and psychiatric PA fellowship program.
Required
  • License and current registration to practice medicine in New York State
  • Certification in psychiatry approved by the ABPN
  • Candidates must have one year of permanent service as a Psychiatrist 2 to be eligible for lateral transfer

Duties Description

The New York State Office of Mental Health (OMH) seeks a qualified candidate to serve as a Medical Director, Adult Community Services and Academic Affiliations (Psychiatrist 2) in the Office of the Chief Medical Officer (OCMO). OCMO is responsible for supporting other Offices and Divisions within OMH and providing clinical and medical input into planning, policy, regulatory, and administrative decisions. The areas of work and focus of OCMO and its staff are dependent on the priorities of the Governor, the Commissioner, and the Chief Medical Officer.

Reporting to the Chief Medical Officer and working collaboratively with OMH Program Leadership, Central Office Physicians, OMH operated Psychiatric Center (PC) Clinical Directors, other State agencies, and academic medical centers, the Medical Director will:

  • provide clinical input into the development and/or implementation of policy initiatives focusing on adult community mental health services that are part of OMH’s comprehensive system redesign, with an emphasis on data driven programming and a population health focus,
  • provide clinical leadership for OMH efforts to improve integration of care including co-occurring disorders in the inpatient, outpatient and community settings,
  • support internal and external communication and collaborative efforts including with the five OMH Field Offices across the state,
  • oversee OMH’s Academic Affiliations and support Physician, PA and NP Workforce Development and training programs.

Specific duties to be performed may include, but are not limited to:

Mental Health Program Development: provide clinical input into the development and/or implementation of policy initiatives focusing on adult community mental health services that are part of OMH’s comprehensive system redesign, with an emphasis on data driven programming and a population health focus.
